National Diploma in Public Administration/Public Management/Business Administration/Business Management. 2 years' relevant working experience. Job related knowledge: Public Service Regulations, Financial procedures, Treasury Regulations, Basic Account System (BAS). Job related skills: Computer Literacy, Interpersonal Relations, Organising and Planning, Communication (written and verbal), Analytical and Problem Solving, Financial Management.
Duties
Provide financial management services in the Directorate. Facilitate, plan, oversee and drive the timely and accurate preparation of the Directorate's annual budget in line with the Public Finance Management Act (PFMA), Treasury Regulations and the strategic priorities weekly/monthly/quarterly. Compilation of the Demand Management Plan, Medium Term Expenditure Framework (MTEF). Adjustment estimates and Estimates of National Expenditure (ENE). Compilation of various submissions/memoranda and responses in relation to disbursement function. Oversee effective, efficient and economical utilisation of the Directorate's funds. Document and communicate procedures for accessing and shifting of funds. Coordinate budgeting, audit and financial functions of the Directorate. Verification of subsistence and traveling and sundry and overtime payments. Coordinate the Supply Chain Management services. Facilitate monthly, quarterly and annual reporting on supply chain management related matters. Manage and/or control safekeeping, utilisation and maintenance of all assets. Ensure proper administration of sourcing and evaluation of quotations. Capturing and authorisation of goods and services on Logistical Information System (LOGIS). Handle queries from internal and external clients relating to supply chain matters. Render administrative support services. Manage, motivating and developing staff through individual performance agreements. Provide assistance in the developing/reviewing of the Directorate’s Operational Plan. Handle correspondence within the Directorate. Prepare documents/logistics for meetings. Make travel/conference bookings and confirmations. Manage all relevant human resource management functions. Administer leave forms. Attend to queries.
